Non-Drivers

Traffic police are located on various street corners to stop jaywalkers and cyclists from crossing at the wrong time. Still, pedestrians do not commonly heed traffic signs, and cyclists often follow their own rules. The Shanghai Police Department estimates that around 400 pedestrians and cyclists are killed each year from traffic accidents, 90% of which occur because of jaywalking or cycling violations. Shanghai laws state that the driver is always responsible for an accident involving a pedestrian, so drivers should be especially wary of people strolling across the street. Large intersections have overhead bridges for pedestrians to safely cross.­­­­
